 Regulation 44 Visits

Rigorous Impartial Assessment Of Children's Residential Homes

INDEPENDENT REGULATION 44 VISITS

Our specialist associates include former CSCI, CQC and Ofsted Inspectors, experienced Children’s Homes Managers and Regulation 44 Visitors

We recommend and promote service improvement. Our associates are genuinely ‘independent’ and conform with statutory requirements.

Regulation 44 requires an independent person to visit at least once a month to make a rigorous and impartial assessment of the home’s arrangements for safeguarding and promoting the welfare of the children in the home’s care.  Aidhour provides experienced, reliable and robust independent visitors.

  • Having contracts across the country enables us to benchmark and share best practice among our R44 Visitors – who meet regularly to share best practice.

  • Having a team of R44 Visitors enables us to ensure visits are never missed.  This also allows us to offer another set of eyes where this is needed.

  • The homes we visit have an excellent track record of improved Ofsted gradings.

Our Visitors always:

  • Have skills and experience in enabling children to express their wishes and feelings.

  • Engage with children

  • Consult with stakeholders

  • Scrutinise internal reporting

  • Robustly assess against the Children’s Homes Regulations and Quality Standards, using triangulation to evidence findings.

  • Provide clear reports and recommendations within a week of the visit.

What is Regulation 44?

From April 2015, the Children’s Homes Regulations and Quality Standards 2015 came into force. Regulation 44 requires an independent person to visit at least once a month to make a rigorous and impartial assessment of the home’s arrangements for safeguarding and promoting the welfare of the children in the home’s care. This is essential in ensuring that all the proper conditions are met.

Feedback

"It is my professional opinion that [Aidhour Visitor] has been instrumental in effecting positive changes in our service which has now led our team to achieving two consecutive Ofsted Outstanding judgements since she has been our Independent visitor. The reports are robust and of an extremely high quality. The are detailed and fully reflective of discussions that have taken place during the independent visits.

Prior to [Aidhour Visitor] being appointed as our Independent visitor, our Ofsted reports consistently stated that the quality of the regulation 44 reports were lacking in depth and analysis. It was always listed as an action under requirements in our Ofsted reports that the quality of the Reg 44 reports required improvement. Our last full Ofsted inspection report stated "the quality assurance process has improved significantly with the appointment of the new independent person.

This is a testament to [Aidhour Visitor’s] expertise. Thank you to Aidhour and [Aidhour Visitor]. We always look forward to spending time with [Aidhour Visitor] and learning from her when she attends our service. Our aim and ethos is to continuously strive to be the best that we can be so that our children and young people thrive and live their fullest lives. [Aidhour Visitor] has a positive approach and will take the time to speak with each staff member and child when she attends the service. Thank you for everything that has been done to support our team and our children and young people.”

(Local Authority Head of Service)

"Regular visits and reports from the independent visitor (Aidhour) have offered an important source of scrutiny and challenge for the interim manager. She recently helped to simplify the consultation papers, which are now widely used by young people in the home.”

(Local Authority Responsible Individual)

“The quality assurance process has improved significantly with the appointment of a new independent person.”

“Two of the staff made their concerns for the safety of the children known to the home’s independent visitor. The independent visitor’s subsequent report was one of the triggers that led to leaders and managers taking decisive action to address the practice issues that had resulted in children becoming unsafe in the home”

(Ofsted report Aug 2022)
